Chief Rosario hasn't been forthcoming with his Police Report. (The camera that
was supposed to monitor the cell Luis Wilson was housed wasn't operating. The
police forgot to remove his shoelaces).
P.S. His wife took E.C. Poe-Poe to court in 2002 & came
away with $400,000.
