"Bochinche" is E.C. Poe-Poe hung Luis Wilson. And Chief Rosario hasn't been forthcoming with his Police Report. (The camera that was supposed to monitor the cell Luis Wilson was housed wasn't operating. The police forgot to remove his shoelaces).
