it down like a shot gun. This is my public records request for Luis Wilson’s
Police Report from 1996. My beef was that it only had a narrative on what
happened in the field where they encountered Wilson was asleep at the wheel. The
truck was parked on 140th & Euclid with the motor running. OWI
were the charges. etc. But the crack in the case comes when the "Gibbs in
me came out. “Noticed, there was another police report number 96-6053 written
with black marker on top of that other
police report." There is no record of this hanging in our files? Email
from Chief Rivera.96-6053 has gotten lost because maybe it contains what
happened inside the lock up where Luis Wilson was found hung inside E.C. Police Station.
