    "I want a black Chief,” Mayor Copeland tells me. Street took mental notes and listened. Kool, but Street wants to get the right one if he is black, etc. Bochinche is out there now. “Becker was toasted and entered stage door left, Chief Frank Smith.” Had a source tell me. "Frank was working with a federal task force. Bochinche was that Frank Smith was getting too friendly with a "C.I." 
    This was a very sexy woman who was working for the feds, etc. Frankie was messing with her. Fast forward to a couple of days before the 4th. David Capp. U.S. Attorney has issues with Chief Smith. "Don't bring me any cases with that guy's name on them." This Bochinche was out there. Before you know it, Chief  Smith was toasted and only long enough for a cup of coffee.
