Out
of context. At 11:15 p.m., an officer taking a prisoner to his cell reportedly
noticed Luis Wilson hanging from his shoelaces inside his cell.
"The
city of East Chicago failed to follow their own procedures and follow their own
training materials regarding caring for at-risk prisoners," McNiece said.
“The City Jail was inadequately manned.”
McNiece
said the jail had one camera to monitor the prisoners, but it did not show what
was going on inside the cells and had not been working for some time prior to
the incident. He said it was the responsibility of the guards to physically
check the condition of the prisoners.
"Now
the other side of that is we didn't take his shoelaces, which we're supposed to do, and we didn't check on him
for close to two hours, which is far longer than our policy says it should
be."
