Wilson was in response to my public records request. The "Gibbs" in

At
the top of the page we see (Case File) 96-6053). And right away, Street filed
another public records request for 96-6053 Luis Wilson Police Report. The Chief
of East Chicago Police Jose Rivera
answered me via email. “There is no record of this hanging in our files."
Chief gave the wrong answer here.
