So very irrational" This is former Chief Gus Flores speaking regarding Jay Given's Murder. Upon hearing this tape,  my mind jumped to Gilbert Bonilla's Homicide from 1985. Chief Flores was just as guilty as Lt. Hagler regarding letting the #85-18660 police report pass the stink test. It had been tampered with & neither sad boo! Sgt. Pabey & Lt. Hagler were on E.C.P.D. when Jay Given was murdered & similar circumstances where evidence already in police custody was tampered with, you feel me?

At Street Level. While working with Mayor Pabey, Street had the liberty to talk with Don Cooley(3 Letter Boys). "What are grounds for your agency to enter a case?" Street cut to the chase. "Well for instance if evidence in a case has been tampered with is grounds for us to enter a case".  Cooley tells me. I almost wet my pants, because #85-18660 was tampered with.
